Judicial application of artificial intelligence in data processing

AI technology can efficiently process large amounts of judicial data. In the current application, the main function reflected on the legal information retrieval system. At present, the mainstream legal information retrieval system adopts search bar retrieval. After users input the search words, they can conduct judgment query and even analyze the data at the same time. The more information such as search terms is available, the better the system will be able to provide information close to the user's needs. In short, it is just like Google in some degree. These legal information retrieval systems, such as the Legal Information retrieval System of the Judicial Academy, the Law source, the Seventh law, etc., all adopt such  convenient methods.

Furthermore, the application of AI technology to the collated and analyzed data can make judicial work more effective. For example, in 2012, the Ministry of Justice launched the "System of Exploration and Automatic Production of Prosecute documents", which helped prosecutors quickly deal with simple misdemeanor cases by sorting out their practical experience by AI. In 2018, the Court of Justice also established a "Sentencing Trend Recommendation System" through data collation to provide judges' reference and open the system to prosecution and public inquiry. In 2019, the Correctional Department of the Ministry of Justice promoted the "Smart Prison Construction (Up) Plan" to improve the effectiveness of correctional facilities and protect the rights of prisoners. In addition, in Taiwan, AI technology is also used to assist the public to use judicial websites to alleviate judicial troubles in daily life. For example, Law4TW self-help legal documents can assist the public to make simple legal documents; It is convenient for the public to check the evaluation network of lawyers to meet their own needs. , though artificial intelligence of the legal service for the people is in its infancy , offers tantalizing possibilities.

It is worth noting that artificial intelligence can be used to analyze a large amount of data and put forward relevant prediction suggestions, which can be used for reference by judicial officers, such as sentencing prediction, risk prediction of recidivism, ownership of custody prediction, etc. The early data prediction applied to the judiciary is not conducive to the policy due to the hindrance of statistical techniques, the large number of data restrictions and limited sample amount. But the adoption of more sophisticated multivariable statistical techniques, and the improvement of past problems one by one, and with AI technology capable of processing vast amounts of data, has made analysis and prediction more meaningful.

Judicial application of artificial intelligence in visual recognition

It is worth expecting for the application of the audio-visual ability with artificial intelligence. Most of the people who concerned of the industry or the legal profession may be the examination of patent cases and trademark cases. Although manual examination has been the main part at present, as long as AI technology takes a further step, it may overturn the current situation. In judicial practice, some of the more notable USES of AI may be the arrest of wanted criminals or the immediate production of transcripts.

With more monitors currently set up, artificial intelligence can help police arrest wanted people. In March 2019, a bank robbery occurred in Xinbei City, and the police used the visual information processing power of artificial intelligence, together with monitors, to quickly identify faces and license plates, and solved the case in three and a half hours. The application of this AI technology in mainland China is even more famous, for example: in April 2018, well-known singer Jacky Cheung held a concert in Nanchang, Jiangxi Province, the scene of the face identification of fans, found a wanted criminal among 50,000 fans, the policeman arrested him soon; In May of the same year, Jacky Cheung held concerts in Ganzhou, Jiangxi province, and Jiaxing, Zhejiang Province, and arrested the wanted criminals respectively. While there are controversial concerns about human rights privacy, it is still important to see clearly the power of artificial intelligence.

The goal of the current court effort is to make the transcripts instantly available. The production of transcripts relies on the Registrar at the trial stage. When the Registrar is quick and good at writing, it certainly enhances the smoothness of the Tribunal's activities; In response, in 2018 the Court of Justice introduced a digital policy, in which the Chinese speech recognition application implementation plan, the goal is that after 2022, all personnel in the court Chinese statements, have to be translated directly into words; At that time, one of the secretariat's work will be to correct the text or legal terminology of ai misjudgment and return the revised information to the system, which will improve overall identification and trial efficiency.

We are optimistic that artificial intelligence will promote a better judicial environment.

Judicial resources are limited and cases are constant, and it would be no pleasure if AI technology could ease the burden on hard-working judicial staff while enhancing the effectiveness of the judiciary. In addition, there is  distance and a cold high wall of justice between the law and the general public, if AI technology can bring each other closer, so that people can better understand the legal norms, access to judicial practice. In Taiwan's judiciary, the application of artificial intelligence should only be the beginning, relying on the cooperation of legal and scientific people, to create a better judicial environment!
