On the topic of the "Basic Law of Artificial Intelligence," the speaker, Liao Wei-Hsiang—Adjunct Researcher at the AI International Law Research Foundation and Legal Head for Taiwan at Foxconn Technology Group—pointed out that the European Parliament recently passed the "EU AI Act" this month.

However, he noted that the Foundation's "Working Group for Drafting the Basic Law of Artificial Intelligence" had already referenced the then-draft EU AI Act and incorporated its core spirit into the Taiwan draft during their initial drafting process.

Mr. Liao explained that the draft primarily focuses on the protection of human rights and ethical principles, risk-tiered supervision and management, and promoting a comprehensive legal review. The legislative purpose is policy-oriented, aiming to serve as a foundational "mother law" (framework law) that allows various government agencies the flexibility to formulate subsidiary laws in response to AI developments.
