Technological advancements have led to the increasing maturity of artificial intelligence, with autonomous vehicles being the most prominent application. The deployment of autonomous vehicles can alleviate traffic congestion, reduce accident rates, and contribute to sustainable development; consequently, traditional automakers, startups, and renowned enterprises alike are actively investing in related research and development. However, with the emergence of new technologies, relevant regulations become imperative. Establishing a comprehensive set of ethical guidelines and standards beforehand will undoubtedly reduce public apprehension and promote the widespread adoption of autonomous vehicles. This article focuses on Germany and Japan—technologically advanced nations that are proactive in autonomous vehicle development—analysing their established ethical guidelines and relevant regulations. Drawing upon their experiences, this study offers reflections to help construct a framework for autonomous vehicle ethical standards specifically for Taiwan.
