Introduction

Since late 2025, the Foundation for International Artificial Intelligence and Law Research has initiated the preparation of the White Paper on Taiwan-U.S. Co-Production: Mindsets and Protection Strategies. The project brings together nearly 30 experts from the industry, government, academia, and research sectors in both Taiwan and the United States to co-author the document.

Focusing on the two core themes of "Co-Make" and "Protection," this white paper delves into the opportunities and challenges Taiwanese enterprises face when investing and expanding their footprint in the U.S. The analysis spans diverse dimensions, including policy, industry, technology, law, accounting, taxation, government subsidies, talent development, and operational management.

Driven by the ongoing push for U.S. manufacturing policies, the rapid growth of the AI industry, and the accelerating restructuring of global supply chains, Taiwanese enterprises are encountering a new wave of opportunities for international development. However, while actively engaging in Taiwan-U.S. cooperation and joint manufacturing, it has become a crucial imperative for these enterprises to address how to maintain their core technological advantages, safeguard intellectual property, retain key talent, and ensure overall industrial competitiveness.
